Owen Clarke, a 54-year-old resident of Farquharson Lane in Port Maria, St Mary, rides across a footbridge over the Outram River in the parish capital. The reddish-pink discolouration of the river has been raising concerns among residents. The National Environment and Planning Agency is reporting that the discolouration may be a result of an algal bloom known as 'red tide'
